All On Syphon Filter

I completed SF1 again last week and I have been wondering what Rhoemer's target for the Devyatka's rocket was.
In the last mission when Markinson confronts Gabe and starts to explain everything Rhoemer reveals himself and kills Markinson, Gabe asks him what the target is and Rhoemer replies "does it matter".
Now I can remember Lian Xing saying at some point that Europe is on high alert, but she doesn’t say that Europe is the actual target.

So does anyone know what the target was?

I thought it was Washington DC since Rhoemer attacked DC in the first mission.

There's no way to be absolutely sure about the target and that is probably done on purpose.

Actually, my guess would be that he intends to hit Russia, like Ivankov will try in The Omega Strain. In one of the Zeus files of TOS, Gabe says that Rhoemer is in fact a Chechen, which means that Russia doesn't appear among the countries he likes.

Kazakstan (SP?) is the abandoned silo, Rhoemers base is also in Ukraine I think.

Both Rhoemer's Base and the Pharcom warehouses are located in Kazakhstan (you only missed a "h"! ). The first is obviously more to the North than the second.

The only installation related to Rhoemer in Ukraine was his stronghold.

Rhoemer's objective was to destroy Europe with the syphon Filter virus,he needed Phagan alive because he needed the plasma and the virus lab location.It the exposition center Aramov and Benton want the location of the syphon filter labs so they could use the virus with the missle,he wanted everyone to die!

How did you find this out?

I don't see why Rhoemer attacked Washington DC in person if he was going to target someone else. Unles it was a trick to catch Europe off guard. But there's no need to since the Abandoned Silo's location was unknown.
