It can be a lot of work adjusting the music volume, because when someone speaks the music volume doesn't go down of course while in most games it does. So you can't hear the talking well if it's too loud. But it can be too silent to feel the action. I prefer to silence the music when I can't hear it, or enable subtitles.
If you want, I have an almost perfect looping version of Minsk Action, SF2 Boss Theme, Motorcycle Escape (MGS3). On about the same volume. That was a lot of work!
What you can do for the PS2 is simply the same if you have the PC near your PS2. For the PC version you can also add the music to the custom radio, but the disadvantage is that you have to switch to the custom radio each time when you enter a different vehicle and the music only plays while riding a vehicle. I prefer shortcut buttons
It's quite some work but IMO very much worth it.
